What is the purpose of the P3I® tech hub?

Oftentimes, there are common challenges encountered, which constitute impediments for a variety of disciplines. For example, the electric power grid and Autonomous Vehicle (AV) systems may seem only to be connected by, say, the AV system as a consumer of power or the exploration of AV as “mobile batteries” to support power grid operations. However, among other overarching commonalities, there resides the fact that both are complex nonlinear dynamic systems and Decision Engineering (DE)/decision-making represents a central tenet. This moves us into the multidisciplinary field of control theory, which endeavors to attain the desired reliability, stability, efficacy, efficiency, resiliency, optimality, etc. The power system necessarily operates within an unpredictable high-dimensional arena since the number of input parameters (e.g., consumer power demand, the availability/intermittent nature of renewables, weather conditions that can impact power lines, etc.) and the number of state variables (e.g., rotor angles and generator speeds, bus voltage magnitudes and phase angles, etc.) are quite extensive. Likewise, the AV system also operates within an unpredictable high-dimensional arena since the number of input parameters (e.g., traffic parameters, condition of the AVs, etc.) and the number of state variables (e.g., kinematic states of position, orientation, velocity; dynamic states of longitudinal/lateral acceleration; environs/path states, such as relative position to lanes/objects and Time-to-Collision, etc.) are also extensive. The devising of optimal control strategies for complex nonlinear dynamic systems (e.g., power grid, AV systems, etc.) remains a key challenge in control theory. Conventional approaches are beset by the challenge of computational tractability. Even contemporary advanced approaches are beset by the challenge of computational tractability, such as for high-dimensional systems. To address challenges, such as the described, Vit Tall's P3I® tech hub has, historically, been called upon to facilitate ideation and innovative experimentation via P3I® approaches.

Who goes to the P3I® tech hub?

Vit Tall's P3I® tech hub has had the privilege and honor of concurrently hosting groups from the triple helix of government, academia, and industry in the true spirit of a Public Private Partnership Initiative (P3I®). These groups have included folks with a policy focus, a standards/best practices focus, and inventors/technologists/entrepreneurs with a technical focus, who collectively shared dedication, creativity, and high motivation for the challenge at hand. For these cases, the P3I® tech hub served as a collaborative laboratory, learning/ideation environment, and technology accelerator (to ideate and create) all bundled into one. The P3I® tech hub has had several manifestations. For example, its traditional form has been that of brick and mortar. However, during COVID (and the associated social distancing paradigm), it went virtual. Also, for reasons of ease of convening, it had also adopted "pop-up" forms by way of hotel ballrooms, event centers, co-working spaces, etc. For the amount of space needed for various multi-day "code-a-thons" and/or "tech-a-thons," the hotel ballroom approach was the most prudent, as large blocks of room reservations for the participants were also needed. The Vit Tall-facilitated briefings/trainings have been especially useful for nurturing the P3I® tech hub learning/ideation environment. In several cases, the Vit Tall facilitation and P3I® convening resulted in various levels of government executing Memorandums of Understanding (MOUs) and/or Letters of Agreement (LOAs) as well as authorizing pilot studies/projects/programs along Strategic/Critical Infrastructure (SCI) routes. In addition, in some cases, Industry 4.0-related strategic roadmaps and technical implementation plans were developed. For these cases, the P3I® tech hub approach succeeded where other higher-cost approaches (e.g., conferences, seminars, workshops, tech accelerators, etc.) had not succeeded over a multi-year period. In terms of tangible metrics, the involved P3I® teams were able to win "Best Paper" awards for methodological approaches devised/presented, such as at Institute of Electrical and Electronics Engineers (IEEE) venues co-hosted/co-sponsored by national research and innovation agencies. The involved P3I® teams were also able to successfully undertake complex Root Cause Analysis (RCA)/Root Cause Failure Analysis (RCFA) investigations (in some cases, across national boundaries) as part of governmental/intergovernmental task forces, whereas prior investigations were unrevealing. In yet other cases, the various RCA/RCFA findings were memorialized, codified, and conveyed by way of subsequent formalized workshops.

Where is the P3I® tech hub?

Historically, the P3I® tech hub has operated in several major metropolitan cities (e.g., Cambridge, San Diego, La Jolla, Orlando). Prior brick and mortar locations included 4365 Executive Drive, Suite 670, San Diego, CA 92121 and 4275 Executive Square, Suite 440, La Jolla, CA 92037. Just prior to COVID, the P3I® tech hub started running in "pop-up" mode in several other major metropolitan cities (e.g., Anaheim, Los Angeles, Jakarta, Manila) for its "code-a-thons" and/or "tech-a-thons." Although the P3I® tech hub went virtual during COVID, it had long leveraged a hybridized form, which employed distributed convenings and remotely accessed various Software as a Service (SaaS) and Platform as a Service (PaaS) offerings. In these Artificial Intelligence (AI) times (with a hybridized on-premises or on-prem and cloud-based approach), it made more sense to have, for some cases, reach-back teams at the brick and mortar locations (e.g., labs, accelerators, etc.) and the participant teams at the "pop-up" convenings. These hybridized distributed convenings were able to effectuate multiorganizational transdisciplinary collaborations that resulted in IEEE publications, which subsequently garnered invitations for talks at a number of prestigious universities as well as governmental organizations. Other hybridized distributed convenings involved multiple cities and concurrent field studies; these involved International Organizations (IOs) as well as both public and private sector organizations from a variety of countries, and the collective efforts achieved the desired goals. Historically, Vit Tall has utilized country teams to help facilitate matters. In these contemporary times, that is still the vision; however, there might also be a Vit Tall AI Agent here and there to assist in the facilitation!

P3I tech hub - hybridized distributed convenings to innovate and accelerate tech ideas!

Why go to our P3I® tech hub?

While our P3I® tech hub pushes the boundaries by addressing certain herculean challenges, it also has a very pragmatic approach. Historically, it has addressed various thematics requested by members. For example, in 2015, there was a P3I® tech hub convening that focused upon designing a policy and risk-driven National Institute of Standards and Technology (NIST) 800-series and Federal Enterprise Architecture (FEA)-compliant schema for an online monitoring system that would provide situational awareness and early warning of potentially adverse network events. In 2024, with the NIST release of Post-Quantum Cryptography (PQC) Federal Information Processing Standards (FIPS) 203, 204, and 205 along with NIST Internal Report (IR) 8547, there was a P3I® tech hub convening to explore how to best handle "discovery of cryptographic assets" that should be supplanted with PQC alternatives so as to be more resilient against quantum attacks. After all, since Grover's quantum algorithm can more readily handle unstructured search for the unique input, classical symmetric encryption algorithms and hash functions are at risk. In addition, since Shor's quantum algorithm can more readily ascertain the prime factors of an integer, classical asymmetric encryption algorithms, such as Rivest–Shamir–Adleman (RSA), Digital Signature Algorithm (DSA), Elliptic Curve Diffie–Hellman (ECDH), Elliptic Curve Digital Signature Algorithm (ECDSA), etc., are also at risk. Eight years earlier, in 2016 (in response to a NIST open call for proposals), there was a P3I® tech hub convening to ideate about quantum-resistant public-key algorithms (with a focus on hardening industrial control and automation applications).

How does the P3I® tech hub work?

Historically, Vit Tall facilitation has induced strong innovation vibes for the P3I® tech hub. Our P3I® tech hub convenings are conducive for novel experimentation and rapid prototyping over the course of the “code-a-thon” and/or “tech-a-thon.” Among other value-added propositions, the on-hand Vit Tall staff member facilitators tend to be transdisciplinary (i.e., more integrative rather than the additive nature of being multidisciplinary), and this is directly contributory towards the agile sprints that often occur at the convening, between convenings, or if it is a multi-convening paradigm, over the course of the convenings. With transdisciplinary members (as contrasted to multidisciplinary members), the P3I tech hub has nurtured its own distinct ecosystem and its own innovative cultural norms. The P3I tech hub specialization is rooted in AI-facilitated Decision Engineering and Resiliency Engineering®. For these areas, the P3I tech hub and its assigned Vit Tall staff member facilitators have deep expertise with a high proportion of innovative designers and engineers, applied experimentalists and theorists, as well as Information Technology (IT) and Operational Technology (OT) practitioners. If you are a technologist, likely, you will thrive in our collaborative experimentation environment (a.k.a., ideation engine room), wherein, for some cases, various organizations collaborate and like-minded individuals and enterprises tackle a common challenge. Historically, it started as a 24/7 environment (it had briefly experimented with a "normal" business hours model, which soon became supplanted by the 24/7 model). With COVID, the P3I® tech hub went virtual, but by popular demand, the P3I® tech hub also experimented with the "pop-up" paradigm for its "code-a-thons" and "tech-a-thons." During the COVID time frame, when it went virtual, the P3I® tech hub was construed as 24/7 in the sense that global collaborators around the globe, operating in various time zones, collaborated with others at various times of the day/night; after all, ideation and creation happen around the clock! That ideation and creation mantra has continued into its current hybridized form.
